Checkin and Delete Asset is not recording action_date and not nulling assigned_type #17085
Description
This is causing errors like "asset must have an assigned to if it has an assigned type" when they try to restore an asset.
I'm sure some of this type of thing will be more neatly handled with #16839, but we should try to fix this for now anyway, as this is only going to cause folks more issues.
