Invocation scope is listed as allowed, but no instructions permits it usage

Currently the exec env document lists Invocation as one of the allowed scope values, but none of the instructions actually allow it to be passed in.

Talking with dneto0, OpMemoryBarrier may be permitted to take this value in, but the underlying issue needs be discussed at the WebGPU level, before changing the env spec here.
