However, it does appear in the script's auto-complete.

This is likely on purpose, as this is a "special" project setting that doesn't appear in the list of settings in the editor:

Instead, it's used to save data from the Localization > POT Generation tab.

A similar pattern is used for autoloads. They are also saved in project settings, but they don't appear in the list of settings.
