The submit page stays in a waiting state after the user successfully signed a transaction

When you sign a transaction for a multisig safe, the submit page and the extension stay in a "busy" state even after everything the current user can do has successfully finished. Instead of waiting for the whole signature process to finish, we should re-enable the apps and give the users the possibility to view their transactions in the Safe UI.
