Alerting on ANR_Rates

Problem Statement

Looking to create an alert based on ANR Rates.
It's currently possible to create alerts on the number of errors with an ANR message, or Issue based alerts for ANR Issues, but not on the ANR Rate that's calculated per project.

There's anr_rate() on the dashboard, but apparently is missing in the alerting UI for the Sessions section:

We have internal plans to replace alerts with issues. Before tackling this issue, we should check this internal Notion doc.
