Code Deployment: Run wasm-opt on-chain

@Jacarte has found that running wasm-opt can reduce some pathologically bad compilation cases. We should consider running this tool on chain before (and maybe after?) gas instrumentation.

This isn't a perfect defense, but every little bit helps.

Specifically, it reduced some pathological compilation/instrumentation cases from many seconds to 100ms.
