Refine --skip-cleanup flag of execute #2148
Description
I feel we can get this merged as it won't really be used until Kamil comes back, but this we it won't get lost in the transition to EELS.
We can have Kamil review and open a new PR to adjust the behavior, wdyt? @fselmo
