Does duckdb-r no longer use windows_amd64_rtools?

Reading the comments on duckdb/duckdb-spatial#158, I thought the duckdb R package uses windows_amd64_rtools, but if I try to load the extension build with DUCKDB_PLATFORM = "windows_amd64_rtools", I get this error.

Error: Invalid Input Error: Failed to load 'path/to/rusty_quack.duckdb_extension', The file was built for the platform 'windows_amd64_rtools', but we can only load extensions built for platform 'windows_amd64_mingw'.

I also found, even if I remove windows_amd64_rtools from exclude_archs of extension-ci-tools, no artifact is generated for windows_amd64_rtools (yutannihilation/duckdb-ext-rs-practice@9fb3076). Was windows_amd64_rtools already removed at some point?

IIUC, windows_amd64_rtools was renamed to windows_amd64_mingw because other non-R clients such as Go on Windows also need these windows_amd64_rtools target DuckDB extensions.
