Feature: Support to change the reference chart type

🔖 Feature description

Now Devtron supports multiple workloads to deploy as a Devtron application, but for the existing application, users cannot change the workload type, If anyone wants to switch from rollout to deployment type then they can't.

🎤 Pitch

Since the deployment is a native workload supported by Kubernetes so for many applications we want to change the workload type from rollout to deployment.

Now API is supported for the same, but it is still not available on UI.
