Sometimes tool install `dotnet-reportgenerator-globaltool` fails

Hello,

I can see this error from time to time on my CI, during report generation.

Version 5.3.8 of package dotnet-reportgenerator-globaltool is not found in NuGet feeds https://api.nuget.org/v3/index.json

It looks like, that for some reason NuGet repositories are unavaliable. Retry in such cases helps, so I also created PR #28 to mitigate this issue

Most likely it is related to issues on NuGet https://status.nuget.org/

Thanks for your PR.
I'm not sure if it makes sense to repeat the installation.
It may help if a short network related issue occurs. In the situation yesterday it would not have been helpful, since Nuget had issues for a longer period.
