Something in the unattend generator is disabling "Windows Spotlight"

We've narrowed this down to something from the autounattend file being generated that makes "windows spotlight" disabled/non-functional on users desktops. Specifically, the option to go to their background settings, and select "windows spotlight" which is the pretty picture rotating slideshow feature built into windows.

When we use a clean win11 24h2 ISO without an autounattend file at all, the windows spotlight option shows up in the dropdown menu. the options are picture, solid color, slideshow, and windows spotlight.

However, when we use an autounattend from the generator, windows spotlight no longer shows up in the drop down. Does anyone have any idea what specific checkbox or setting from the unattend generator might be impacting this?

We could do process of elimination, but that would take a looooong time.
