[Problem] No docs for enabling `debug_trace`

Problem:
There is no instruction for the node host on enabling the debug_trace.

Solution:

• Adding instructions on configuring "debug" to the JSON-RPC namespace under app.toml;
• Adding instructions on how to start the node with debug_trace being enabled, for example, cronosd start --trace .
