State cache gets out of sync on any HTTP error from Fastly

If there is any kind of error on call to the fastly API this boucner's state cache will get out of sync. Then future deletes of IP will cause a 400 from the Fastly API causing further problems.

It seems there is an attempt to refresh the ACLS after they are processed:
