The goal would be to shorten the distance (where/if/as possible) between existing JSON-based configs of similar/identical data such as https://github.com/w3c/vc-test-suite-implementations/tree/main/implementations and what this test suite needs.

The current CJS-based approach is now idiosyncratic to this suite, and should be replaced or augmented with an approach that supports JSON files.
