Community Liaison – Create New Programs and Events

**As a** community _liaison_,
 I **want** to create new _youth programs_ and _events_ directly within the app,
 **so that** I can easily promote opportunities to the _local community_ without needing third-party tools. 
✅ **Acceptance Criteria:**

- I can create a new program and include the following:
- Program name
- Description
- Age range
- Location 
- Category (e.g., STEM, arts, sports)
