Add docker-compose.yaml

Let's add a docker-compose.yaml file. I'd like folks to have everything they need to get up and running so that the challenge is focused on writing Go code, not on spinning up databases and running sql.

We can leverage the init.d folder on a postgres image to run a migration script and data seeding script, and then completely eliminate those sections from the tech challenge.
