Why does VNET have delegation to App.Environments #153

In the above bicep template because the VNET have a delegation, and it seems that it is pointing to no resource.

The issue is that when you create that VNET and try to delete it it will fail to delete as there is a service link association with the subnet and it is unclear where this service link association is pointing to.

Need some understadning here.
