Make Instructor/Course optional when leaving a review

Context

• The data for courses and instructors has many missing, allowing this field to be optional enables students to leave reviews even when their instructor isn't listed
• ASPC-50

Describe your changes

• Added the option for instructor/course is not listed and if they select that there is no instructor id field in mongo
• Removed if statement enforcing the field needs to be filled out and modified what is being sent to the backend
