limit searches to a minimum number of characters

It would be useful to avoid fetching the whole DB at once when searching and limit searches to a minimum number of characters

Currently we only check that the Package search box is not empty, so it is possible to execute a search with just one character. For example, a search on p returns 972,203 results. This issue requires a bit more analysis and design to determine the best solution.
