Ok, since DJ had already seen the initial pull request, I'll keep it, while adding a refactoring to the last two sections, adding an introduction to them. I felt those sections offer great advice but were disconnected from the rest of the text. |

Initial motivation was to replace the word "recipients" which I believe may not be clear to all readers.
While editing, I felt "managing harassment" also sounded strange; "dealing with harassment" would be better, but I settled with "enforcing this CoC".
Finally, I simplified "any & all" to "all".
