Make the python code a pip installable package

This is a feature request discussed in previous meetings. The idea is to have the Badge framework available as a lib in pip. Would this include the GUI? Still needs to be specified further

This is blocked by #30. I'd like to move first to python 3, as the way to package code has changed a lot since python 2.
