[doc issue] Quota: Flow Variable, Error Code and Fault Variables are not documented

The Quota docs does not mention the Flow Variable, Error Code and Fault Variables,
see https://help.sap.com/docs/integration-suite/sap-integration-suite/spike-arrest to compare.

The Flow Variables are needed for a Condition String.

As API Management uses Apigee under the hood, you can just lookup the variables from the Google documentation: https://cloud.google.com/apigee/docs/api-platform/reference/policies/quota-policy#variables
