Code of Conduct for PyCon Uganda

I propose adding a Code of Conduct to PyCon Uganda’s website to ensure a safe and inclusive environment for all attendees.
A clear Code of Conduct can help prevent harassment, promote
respect, and create a welcoming atmosphere for everyone. I believe this is essential for the continued success of PyCon Uganda.
