Expose the developer settings in the UI

Currently they are only accessible by editing the settings manually.

Should be disabled in release modes.

Hello, I would like to work on this, but I am not sure what exactly these developer settings are, or how I would go about implementing this. Any pointers would be greatly appreciated.
