Fixes and improvements

• Fixed majority of issues with Sadrell Exiles/Archive. They should now get authority, civics, origin and government and avoid extreme overpopulation, disappearing districts and massive unemployment resulting from that. They also should no longer attempt to make a star into their capital. The same should be true of Broken Clock-spawned countries and freebotomites created on defeat of Surveyor Probe.
• Disabled habitat upgrading decisions on Reesan Habitat.
• Vazurans are now neutral towards the surveyor probe
