Rename interruptible ECC sign hash in line with PSA Spec

As per ARM-software/psa-api#107 we need to rename the interruptible sign hash functions to make namespace for interruptible sign message.

This needs to be done before any more interruptible functions are added.

As part of this task, reviewing the PSA link would be an obvious courtesy.
