Simply copy the noteon@jetpirate folder from this repo to ~/.local/share/cinnamon/applets/
$ git clone [email protected]:JetPirate/noteon.git
$ cd noteon
$ cp -r noteon@jetpirate/ ~/.local/share/cinnamon/applets/Don't forget to enable the applet:
System Settings -> Applets -> NoteON
