notifications service is failing fast and is rolledback when database version is not (yet) migrated #7958
Description
Is there an existing issue for this?

Current Behavior
The notifications services was rolled back during last release:
- a warning about not connecting to the DB because of incomplete migration
- exits with error after
1 second~1 minute
--> rolls-back one version
Expected Behavior
it should indefinitely (or very long) try to connect to the DB on start
