Support Running Multiple Instances with Different Ports

Currently just one instance of a specific Cyclone component is allowed to be executed on a target.  

Running multiple instances with different ports should be supported for different use cases.

> This approach is simple to implement instead of changing the architecture to support execution of different tasks.
