Doesn't grab new files

An artist I have assets from will upload a new zip file for an asset with a new, unique file name. When I re-run itch-dl, it does not grab the new file.

To lower the load on itch API, itch-dl avoids querying data for titles that are already downloaded, so you need to move out already downloaded files elsewhere. If it's a case where the same title gets new files, I'll have to add some extra logic to download new stuff...

Maybe a flag to force it to re-query for new files? It's great to get the current version of everything initially but my main usecase is to stay updated with current stuff as well.

It's also an issue when the download fails, or gets interrupted.

In that case, it might help to end each download by adding a file stating "download complete." Users could remove that if they want to update specific files. And the system wouldn't have that for incomplete downloads.

In PR #28 I have introduced a --refresh command-line option that redownloads everything unconditionally. This is a bit too aggressive ATM though (it's what I needed for my testing of the other feature I was implementing): ideally it should at least check if there are new files or the metadata changed.

For this, it would probably be a good idea to also store the uploads metadata. This would allow to separately:

• check for updates (refresh the metadata without touching files)
• check for corrupted or missing downloads (either aborted, or disk corruption, or e.g. failed copies when moving the library elsewhere, or whatever) without hitting Itch again (except to re-download stuff if necessary)

and of course also to do both to get new/updated files if there were any.

IIRC this is essentially how lgogdownloader handles things too.
