Some of the problems I highlighted about personas was that they weren't just fictitious but rather complete creative fiction and full of attributes that don't help when making business, marketing, ux, or technical decisions.

The article doesn't discuss how to capture personas, only ways of meeting developers when researching the profile.

The thing that may be helpful for a persona library though is the behavioral factors / decision trees or a decision matrix being a more tangible way of understanding how a persona interacts with content, messaging, user interfaces, etc.
