Clear Failed Members from Database

If someone fails after their account is migrated, if they ever apply again their old data still exists in the database.

We should just use the model for Member{Committee,HouseMeeting,Seminar}Attendance active field for this and remove the active field from other things. It makes more sense for yearly data to be automagically calculated by date as mentioned in #15

If you believe we should just remove failed data I think I'm okay with that now. I'll gladly review any PR that comes up in respect to this issue.
