[CodeGen] Support change the namespace for Collection/Resource/Data classes by using the customization code #51738
Description
Based on #50929, the namespace can be changed, but this does not apply to Collection/Resource/Data, and Extension classes. These classes are generated by CodeGen rather than coming from the specification.
To enable RP splitting, we need to fix this bug in Autorest CodeGen.
