Harper in portuguese

Hello! I started last week the project of adapting harper to the portuguese language. So far I've done minimal changes to the codebase, because I spent most of the time trying to understand how it worked. If anyone is willingly to take a look at the changes I did make, and has ideas on how they could be improved, let me know!

I saw also this PR discussing extensions to Spanish, but the structure didn't seem robust enough to extend upon it (no offense, it was a great initiative and maybe the lack of feedback was what killed it).
