CLI command to delete guest authors

Add a CLI command to delete guest authors, i.e.

wp co-authors-plus delete <id> [--force] [--assign-to=...]

I ran across a scenario today where #696 would have been very helpful if it were in the plugin. What's needed to get that PR across the finish line?
